The Barrington Community School is a non-profit corporation which attempts to provide lifelong learning and enrichment opportunities in education, recreation, social and related cultural services with programs for all ages, ethnic and socioeconomic groups. The school is a self-supporting organization, solely dependent on tuition income, grants and brochure ads, and governed by a Board of Directors.

Rhode Island School of Design
RISD offers a variety of engaging educational programs for children, teens and families, ranging from Continuing Education classes and certificate programs for youths to Sunday Family Workshops and Free-for-All Saturdays at the Museum. These programs are fun for the entire family and often include hands-on activities, performances, videos and special gallery guests. Programs are offered evenings and weekends - even during school vacation weeks and summer. To find specific programs that match your interests, contact them at cemail@risd.edu

Treat yourself to the tranquility and inspiration of RISD's satellite campus in picturesque Barrington. Courses offered at "the farm" afford students convenient parking and an unparalleled opportunity to retreat from the bustle of contemporary life. Most of all, Tillinghast’s lovely beach, rolling meadows and charming landscape (rustic as the buildings may be) provide an ideal setting to create art in a natural environment. Right here on our doorstep!

RI’s New Social Host Law - A new Rhode Island law penalizing adults who allow underage drinking parties in their homes.

Under the new law adults are responsible for underage drinking at their homes, even if the adult doesn't purchase the alcohol. Any adult in Rhode Island "who knowingly allows minors to consume alcohol in his or her home" faces escalating penalties with repeat offenses. The law states that a first-time conviction is a misdemeanor that carries a fine from $350 to $1,000 and/or imprisonment for up to six months.

Conviction on a second offense is a misdemeanor and carries a fine of $750 to $1,000 and/or up to six months' imprisonment. A third conviction is a felony and carries a fine of up to $2,500 and/or imprisonment for up to one year.

The law closes a loophole that officials said had made it virtually impossible to bring charges against adults who knowingly allowed underage drinking.

Some Frequently Asked Questions:
Q: Kids are going to drink anyways, so isn't it safer if they drink at home so they won't be driving?

A: There are several serious risks associated with underage drinking aside from traffic crashes. They include: unwanted and unprotected sex, injuries from falls, burns and drowning, reactions from mixing alcohol with medication, and alcohol poisoning. The safest environment is not to take the keys away, but to take the drug away.

Q: Can I be charged with furnishing or procuring alcohol for underage persons if I don't own the property where the activity took place -- for example a hotel room or dormitory room?

A: Yes, adults, 21 years of age or older, can be charged if 1) they purchase alcohol for an underage person; 2) they purchase alcohol with the intent to give to an underage person; 3) they knowingly furnish to an underage person; 4) they obtain alcohol for an underage person; or 5) they permit consumption of alcohol by underage persons in their home.

Q: If I decide to have a party in the privacy of our home, what business do the police have coming to my house?

A: Police officers may approach your property if there is probable cause that there is criminal activity afoot, which may include a noise disturbance or some other indication that illegal activity is taking place. If police officers do discover evidence of underage drinking, the underage persons may be charged with Possession of Alcohol (Rhode Island General Laws § 3-8-10) and the supervising adult may be charged with Furnishing or Procuring Alcohol for Underage Persons (Rhode Island General Laws § 3-8-11.1).

Q: As a parent, do I have the right to give my child alcohol in recognition of religious or cultural rites and traditions?

A: Yes, Rhode Island General Laws § 3-8-11.1 provides two exemptions: consumption or possession of alcohol by an underage person for religious purposes, and parents and legal guardians providing or permitting the consumption of alcohol by their own minor child.

Q: If I am not at home and my underage child has a party where there is underage drinking, am I liable?

A: Criminal liability for furnishing or procuring alcohol for underage persons applies to situations where the adult knowingly gives permission or approval for the underage possession or consumption of alcohol. However, you could be named in a civil suit for injuries or harm resulting from the incident.

Q: What are the penalties for furnishing or procuring alcohol for underage persons?

A: A first violation is a misdemeanor that is subject to a fine of $350-$1,000 or up to six months imprisonment, or both. For second violation, also a misdemeanor, the fines increase to $750-$1,000. A third or subsequent violations is a felony that is subject to fines of up to $2,500 or up to one-year imprisonment, or both.

10 Tips for Safe Surfing

1. Create House Rules
Create simple, easy-to-read house rules about using the Internet and post them on or near the monitor. You and your kids can establish a family contract outlining your family's rules of acceptable Internet usage. And don't be afraid to enforce it!

2. Consider using security software for your computers.
Cox offers customers a security suite at no additional charge that includes parental controls, pop-up blocker, anti-spyware, anti-spam and firewalls. The Parental Control feature offers five age-based levels of blocking. Levels include:

* complete web blocking,
* access to only select websites for children eight and under,
* a medium-filtering selection for ages 9-12 that blocks web mail and chat functions,
* a low-filter option for teens, and
* an adult “no filter” option.
* Parents can also get a daily web history report detailing when their children have been online. Click here for more information about Cox's parental controls.

3. Create Passwords
Internet accounts should be in your name, with parents having the primary screen name, controlling passwords, and using blocking and/or filtering devices. Children should not complete a profile for a service provider and should use only nondescript screen names that don't identify themselves as children.

4. Keep the computers in the Family Room
Keep the computers in the family room or in other open areas. Be aware of any other computers your children might be using.

5. Don't be Afraid to Ask
Frequently ask your children to show you what they can do online and visit their favorite sites and chat rooms. Limit chat room access to child-friendly sites. Know with whom your children are exchanging e-mails and chatting.

6. Talk about Chat Rooms
Talk with your children about never meeting a new online "friend" face-to-face. Be sure to spell out the specifics of allowed chat room behavior in your family contract!

7. Go Online Yourself
Select child-friendly search engines to assist your children in completing their homework. Cox has a list of these resources and other helpful links in the parents' section.

8. Talk about Spam
Explain to your children what spam is and caution your kids to never respond to commercial e-mail, or to open e-mail attachments from unknown senders. One key way to protect your e-mail accounts from spam is to refrain from responding to spam. Following a link and asking to opt out from future e-mails confirms to spammers that your e-mail address is active. Internet viruses are often spread via e-mail attachments. Instruct your kids to be very cautious about opening attachments and to never open attachments from anyone they don't know!

9. Watch out for Dangerous E-mails
Talk to your children about not responding to offensive or dangerous e-mails, chat, or other communications. Report any such communication to your local law enforcement agency or to the National Center for Missing & Exploited Children’s website at www.cybertipline.com.

10. Talk about Music Downloading
If your children are music fans and enjoy accessing music online, be sure that they are getting their music from legitimate sources and not sharing copyrighted materials illegally. Making copyrighted materials available without authorization can lead to prosecution and bring steep financial penalties. The Recording Industry Association of America has a Web site that provides additional information on penalties. You may consider establishing an online allowance for your kids to purchase music legitimately online.

P.A.L. (Police Athletic League)
P.A.L. is a sports oriented, juvenile crime prevention program that relies on athletics to create and cement the bond between Police Officers and kids in the community. Studies have shown that if a youngster respects a Police Officer on the ball field or in the gym, he or she will very likely come to respect the laws the Police Officer enforces.

The Police Athletic League of Barrington is run on donations serving boys and girls, ages 6-18. The purpose of the P.A.L. is to promote interaction among Police Officers and youth through athletics to develop a strong bond and better understanding.

The unique thing that PAL offers is the ability to up date and change its current programs to meet the needs of the community. It is with these programs that children are given the opportunity to interact with our local police officers in a drug and alcohol free environment that promotes friendship between the two.
